The procedures of the body are governed by the rules <\/a>of the body (approved by 2\/3rds\u00a0of the body), and when they are unclear, Mason’s Manual.<\/a>\u00a0But things go along and most legislators learn from their mistakes, or when something happens that seems out of place. I can remember hearing the Majority Leader ask for the Senate to go “at ease” \u00a0hundreds of times, but when I asked for such in my final senate year, I forgot to include in the request that unanimous consent be granted. After, he politely underlined a part of Rule 43:\u00a0Senate at Ease. \u2014 <\/span>(B) The Senate may be called \u201cat ease\u201d only with consent of the Senate. Rules, words matter.<\/span><\/em><\/p>\n

Please God, forgive my ignorance
\nOf Senate Rules and Masons Manual
\nAnd know I will study and learn
\nAs I should, oh Lord.<\/p>\n

Dear God
\nDo not let my ignorance harm
\nThe work I do for justice
\nNor my constituents or
\nThe state I serve.<\/p>\n

Dear God
\nLet the overriding purpose
\nBe greater than the rules
\nWe all should know and work with
\nBut so often fall short.<\/p>\n

Dear God
\nWe know the rules are meant
\nTo preserve my voice, not stifle
\nHonest meaningful discourse
\nAnd should be used as such.<\/p>\n

Dear God
\nSimple rules serve simple goals
\nAnd ours here should be simple
\nThough You know and I know
\nMany times it is not so.<\/p>\n
